Mr. Shambhu Singh, an accomplished IAS officer from the 1986 batch, has a distinguished career spanning infrastructure, climate policy, education, and social development. With extensive experience in governance and strategic policy-making, he has played a pivotal role in counter-terrorism efforts and was instrumental in facilitating the resolution of one of India’s most enduring insurgencies. As Joint Secretary (North East) in the Ministry of Home Affairs, he led key policy reforms, including amendments to Schedule VI and the successful negotiation of the Garo Accord. Additionally, his contributions to India’s ICT sector have driven the integration of technology into government processes, enhancing efficiency and innovation.
As an advisor to Green Infrathink Foundation, Mr. Singh will provide strategic insights on policy development, environmental sustainability, and infrastructure governance. His extensive experience in climate negotiations, coupled with his leadership in highways, shipping, and power sectors, will strengthen GIF’s efforts in driving ESG-aligned infrastructure solutions. His expertise will be invaluable in shaping sustainable policy frameworks, fostering high-impact collaborations, and advancing GIF’s vision for resilient and future-ready infrastructure.
Mr. Amitabh Kumar is a distinguished maritime and taxation expert with over 37 years in the Government of India. As Director General of Shipping, he led key initiatives like Maritime India Vision 2030, green ports and shipping policies, and India’s transition to the 0.5% Sulphur fuel regime. He has represented India in global forums such as the International Maritime Organization (IMO) and the United Nations Security Council’s Contact Group on Piracy, shaping international maritime regulations.
A strong advocate for sustainable shipping, he spearheaded projects like IMO-Norway Green Voyage 2050 and introduced methanol-fueled ships, electric ferries, and hybrid tugs. His leadership in seafarer welfare, corporate taxation, and maritime governance has earned him prestigious awards, including the G Files Governance Award and the Finance Minister’s Award.
As an advisor to Green Infrathink Foundation (GIF), Mr. Kumar brings valuable expertise in maritime sustainability and ESG policies, helping drive policy advocacy, industry collaboration, and green logistics initiatives aligned with GIF’s mission.
Dr. Shende is a globally recognized environmental leader and former Director at the United Nations Environment Programme (UNEP). An IIT Bombay alumnus and Coordinating Lead Author for the IPCC report that won the 2007 Nobel Peace Prize, he has led pioneering work in climate policy and ozone protection.
At UNEP, he directed global implementation of the Montreal Protocol across 146 developing countries, helping achieve the complete phase-out of ozone-depleting substances. He has received honors from the U.S. EPA, Harvard University, and over 50 nations for his work in environmental diplomacy and sustainable technology.
As Founder-Director of Green TERRE Foundation, he leads the Smart Campus Cloud Network (SCCN), a global alliance of 500+ universities across 13+ countries working toward carbon- neutral campuses using digital innovation. Supported by UNESCO and India’s UGC, SCCN is regarded as a model for localizing the SDGs.
Dr. Shende currently advises governments, universities, and international organizations on sustainability, climate action, and green technology. He has spoken at global platforms including COP28 and serves on advisory boards across India, Europe, and China.
At Green Infrathink Foundation (GIF), Dr. Shende brings his global experience and systems- level thinking to guide GIF’s mission on integrating ESG into infrastructure and logistics. His leadership strengthens GIF’s strategy on climate resilience, knowledge partnerships, and practical, scalable solutions for a low-carbon future.
Mr. Mohanish Verma is a distinguished tax economist and former senior civil servant with over 37 years of leadership experience in India’s direct tax administration. He retired as Principal Chief Commissioner of Income Tax in Delhi, having headed the Exemptions Wing, also served as the Administrative Head of the Income Tax Department for multiple states.
An economist by education and a tax administrator by training, Mr. Verma has held diverse roles across tax policy, international taxation, transfer pricing, public finance, and tribunal-level adjudication. He has served in senior capacities within the Central Board of Direct Taxes and the Government of India, overseeing complex investigations, assessments, and litigation involving multinational corporations.
He brings global perspective through his engagement with international institutions such as the IMF and academic affiliations, including as a Visiting Researcher at Georgetown University and currently as a Research Scholar at the University of Michigan. His academic credentials include an M.Phil. in Economics from Dundee University, with advanced training in public finance and national security.
A published author and frequent speaker at leading institutions including IIMs and NIPFP, Mr. Verma has written extensively on digital taxation, transfer pricing, and governance. He continues to advise, consult, and write on the evolving intersections of tax systems, technology, and public policy.

Eddy Bruyninckx is a globally respected figure in the maritime and logistics sector, best known for his transformative leadership as the former CEO of the Port of Antwerp – one of the world’s largest and most advanced ports. Over his two-decade tenure, he played a pivotal role in positioning Antwerp as a global hub for sustainable logistics, innovation, and strategic trade connectivity.
Mr. Bruyninckx’s career spans more than 40 years at the intersection of port strategy, global trade, infrastructure development, and environmentalstewardship. He has championed initiatives to enhance hinterland connectivity, develop multimodal logistics systems, and integrate green technologies across port operations. His commitment to stakeholder collaboration and long-term value creation has made him an influential voice in shaping global port governance and sustainable maritime development.
In recognition of his exceptional contributions, Mr. Bruyninckx was conferred the noble title of Baron by His Majesty King Philippe of Belgium in 2016. He is also the recipient of several prestigious international accolades, including the International Bulk Journal Lifetime Achievement Award (2014) and the World Ports Sustainability Award, honouring his leadership in promoting sustainable and future-ready port ecosystems.
He now brings this wealth of experience to Green Infrathink Foundation’s Advisory Board, offering guidance on decarbonizing logistics, enabling public private port partnerships, and developing future-ready infrastructure ecosystems. His insights will further strengthen GIF’s mission of catalyzing sustainable and ESG-aligned growth across critical infrastructure sectors in India and beyond.
