Mr. Shambhu Singh, an accomplished IAS officer from the 1986 batch, has a distinguished career spanning infrastructure, climate policy, education, and social development. With extensive experience in governance and strategic policy-making, he has played a pivotal role in counter-terrorism efforts and was instrumental in facilitating the resolution of one of India’s most enduring insurgencies. As Joint Secretary (North East) in the Ministry of Home Affairs, he led key policy reforms, including amendments to Schedule VI and the successful negotiation of the Garo Accord. Additionally, his contributions to India’s ICT sector have driven the integration of technology into government processes, enhancing efficiency and innovation.

As an advisor to Green Infrathink Foundation, Mr. Singh will provide strategic insights on policy development, environmental sustainability, and infrastructure governance. His extensive experience in climate negotiations, coupled with his leadership in highways, shipping, and power sectors, will strengthen GIF’s efforts in driving ESG-aligned infrastructure solutions.
